Well it seems like there’s a positive with this issue.
In looking for a truck a Sales person in the past week did tell me when we were looking at a specific truck that is in transit (no, not the Glacier Blue one) to his dealership, that it would arrive Without the heated seats and steering wheel. But, GM would retrofit the “modules” as he called them, not “chips”, in late June or July at no cost. So, it seems that this issue is sunsetting. And it makes sense seeing as GM got clobbered on the head by a trade mag 2 weeks ago saying that the heated seat option was THE number 1 option in buyers list.
On the other hand the dealer I saw today to put our deposit down on our new Silverado 1500 RST , they had probably 22 new trucks on the lot. New, not used, and this is a dealer in a VERY small town in Washington state.
Like 10000 people small.
So that is good news.

Just to be clear, when they say “modules” they still mean chips. Those modules cannot be built without said computer chips.
