I can only speak my experience at my dealership{Buick/GMC} any rarely have to replace a camshaft.
GM only replacing 8 lifters is like the diesel injectors when they would only replace 4 knowing that all 8 needed to be replaced.
WE have had good luck getting GM to help the customer but as you said a KNOWN PRODUCT PROBLEM that they ignore
