Sounds like an aggressive shift schedule to gain the best EPA fuel economy at the expense of driveability.
I have a 2016 6.0L 6-speed 3/4 ton Express van with 12k miles and no problems with the shift schedule.
A locked torque converter at too low of a speed will cause a shutter. Have you tried the TOW/HAUL button. I have one that comes with the towing package and changes to a less aggressive shift schedule. BTW – the harsh shift will not damage the transmission but it is annoying!! They may not have many options as any change must be submitted to the Feds as it will affect fuel economy. Thus it will need new data to be submitted and be approved by the EPA before a service bulletin with a new shift schedule can be put out. n– PS: I am a retired CERT/FE Engineer.
