Page 5-36 and Page 9-25 in your owners manual should shed some more light on the Grade Braking.
From experience, it seems to work most on long declines. It takes some time for the system to kick in and uses the transmission and engine to slow the vehicle down. If I had to bet, I’m guessing that the steep hills you are going down are fairly short relative to the hills?
