It doesn’t sound like it is malfunctioning. It will turn on and off as it sees fit based on a significant amount of variables.
For instance, if it senses the engine temperature was dropping below an optimal level (due to it being cold outside), it can kick in the engine.
I would just let it run, knowing that it’s operating in a way thay it sees fit. Again, doesn’t sound like anything is wrong with it.
