GM is among a group of automakers calling on congress to repeal a California mandate stipulating the ban of new gasoline-powered vehicles by the 2035 calendar year. GM previously announced plans to fully electrify its light duty vehicle fleet by 2035.
In a recent blog post, the Alliance for Automotive Innovation, a lobbying group that represents General Motors, Toyota, Volkswagen, Hyundai, and other major auto manufacturers, urged Congress to repeal the California mandate, citing potential damage to U.S. manufacturing and jobs.
On Thursday, the House of Representatives voted on a Congressional Review Act resolution that could effectively repeal the Golden State’s Advanced Clean Cars II (ACC II) rule, which requires 100 percent of new vehicle sales to be all-electric by 2035. The rule was approved by the Environmental Protection Agency (EPA) under the Biden administration, and allows California and 11 other “California states” the authority to enforce state-specific zero-emission sales targets, including 35 percent EV sales by 2026, ramping up to 82 percent by 2032 and 100 percent by 2035. The new rule would impact roughly 40 percent of the U.S. auto market.
In a blog post, Alliance for Automotive Innovation CEO John Bozzella saluted the U.S. House vote.
“Today’s vote was a welcome – and targeted – action by the House to prevent the inevitable jobs and manufacturing fallout from these unachievable regulations. Regulations, by the way, that everyone agrees are way ahead of the consumer and charging infrastructure in this country.”
Bozzella previously stated that ‘California’ states lack sufficient EV charging infrastructure. He references a study by the Center for Automotive Research (CAR) that models the impact of Biden-era federal emissions rules, which call for 68 percent EV sales by 2032. The report projects a potential reduction of 8 million ICE-based vehicle units, a total U.S. production drop of 4.6 million units, and the loss of 120,000 industry jobs. Though the California rule imposes a sales ban rather than an emissions cap, the Alliance warns that the economic outcome would be similarly damaging.
Meanwhile, the U.S. Transport Department and Trump administration is currently moving to repeal fuel economy standards put in place by the Biden administration.

So you blame GM management for preparing future product to meet government regulations? Those regs are still in place, by the way, despite the House vote on the CRA. States that have adopted CARB make up about 40% of all light vehicle sales volume. Would you rather have manufacturers ignore the requirements hoping that they won’t be implemented, or have them plan and be ready to offer viable EVs? The requirement for the 2026 model year is 35% and current national penetration is under 10%. If GM wasn’t ready as the laws stand, they would be forced to curb ICE sales to comply. Even if the Senate follows suit and the President signs it, there will likely be years of litigation and uncertainty for manufacturers. The CARB waivers granted, especially those in waning months of the Biden administration, are proof that when Democrats are in control stupid things happen.

I can’t help but feel like it doesn’t matter. Either California is correct and the car companies will have EVs at the ready by 2035 or California will get compliance cars at marked up prices.
Now the geniuses here in the People’s Republic of California are pushing for a milage tax since they are losing revenue from the gas tax due to the pushing of EV’s. They truly have no idea what they are doing. They govern with emotion and not common sense, and we the tax payers pay. How they keep getting reelected is beyond me.
Hey USA, I feel your pain. Massachusetts has fully adopted the CA regs. Our entire Congressional delegation is Dem. In our Statehouse the Dem’s have had full, overwhelming veto power for decades. The latest attack here on fossil fuels here is in our new building codes.
