Why issue a recall if only 5 trucks are effected? If they know it was only 5 trucks then they know which ones and should just contact those owners directly. Then issue a dealer bulletin just in case others show up with the problem.
They didn’t issue a recall. They issued a service update.
I just called Chevrolet and was happy to discover my truck is not a part of this notice. For those of you who might want to check on yours, they provided the following website. You only need your vin#.

You issue a recall if they are sold. If they are in dealer inventory, you issue a stop-sale and a bulletin.
There are legal requirements for transparency. The idea is that NHTSA and the public are informed and can track defects that get into public hands. You would want to know if a manufacturer has a constant stream of issues. This is the same reason why service bulletins now have to be public on the NHTSA site.
Because, if there were more than five, they would deny it.
