California To Ban Sale Of Gasoline Passenger Vehicles By 2035

Residents of California will not be able to purchase a gasoline-powered passenger vehicle after 2035.
California Governor Gavin Newsom said Wednesday that the state will ban the sale of all new gasoline-powered passenger vehicles starting in 2035, saying the move is the “most impactful step our state can take to fight climate change.”
“For too many decades, we have allowed cars to pollute the air that our children and families breathe,” Newsom said. “You deserve to have a car that doesn’t give your kids asthma. Cars shouldn’t melt glaciers or raise sea levels threatening our cherished beaches and coastlines.”
As Reuters points out, California is the largest automotive market in the United States, accounting for 11% of all new domestic car sales annually. Additionally, many states will follow California’s lead when it comes to forming fuel economy, emissions and other environmental regulations. Currently, 13 states follow the more strict California Air Resources Board vehicle emissions regulations, including populous regions such as New York, New Jersey, Massachusetts, Pennsylvania, Oregon and Washington, among others.
In addition to banning the sale of gasoline passenger vehicles, Newsom said the state plans to implement a new mandate that will require all medium- and heavy-duty vehicles to be emissions-free where feasible, as well. The state expects these measures to reduce greenhouse gas emissions by as much as 35%.
While Californians will no longer be able to buy new gasoline passenger vehicles after 2035, they will still be allowed to own them and will be allowed to buy and sell them second-hand.
Automakers with major investments in future electric programs, such as General Motors, will be happy to see politicians working to speed the adoption of electric vehicles. GM currently has several different EVs in development, including the GMC Hummer EV pickup truck and SUV, Cadillac Lyriq crossover and the next-generation Chevrolet Bolt EV hatchback, among others. The automaker will also ramp up its battery production efforts once its new battery plant in Ohio is complete, which the automaker is building in partnership with cell supplier LG Chem.
Other CARB states have not said if they plan to follow California’s lead in banning the sale of gas passenger cars by 2035.

I don’t think a workaround is for Californians to go outside of the state to purchase their 2035+ gasoline vehicles. They’d still have to register it in California, and I doubt California will allow this.
CA already prohibits its residents from registering any motor vehicle from out of state unless it has at least 7500 miles on it. This rule has been in effect for decades although it seems that few know about it. Glad I left there 5 years ago.
CA does not allow registration of a non-CA emissions vehicle with under 7,500 miles. However, beginning 2004 with Tier 2/LEV II standards, most tiers of Federal and CA emissions became effectively identical, with the difference basically being the emissions warranty length and parts coverage. (CA warranty is shorter but covers more parts)
Before the LEV standards, CA was actually less strict in some areas and more strict in others, and therefore it was also illegal to sell a CA emissions vehicle in Federal territory.
Therefore, in practice, the vast majority of new vehicles purchased outside of CA, beginning in the early 2000s, meet CA emissions and can be registered immediately in CA. That’s why “few know about it”.
Not entirely true. Unless a change has been implemented since I left 5 years ago a CA resident can still not buy an out of state motor vehicle to register in CA unless it has at least 7500 miles on it. I worked at a Dealership so have first hand experience. If what you say is true DMV Managers also “don’t know about it”. This is about tax revenue guised as saving the planet.
Wrong. You think DMV managers make decisions? They enter this stuff into a computer and it tells them. If you actually have done this, the DMV staff goes to the car, opens the hood, and reads the emissions label. (You might not have done this since you keep getting cars from the dealer)
It has nothing to do with taxes. CA will charge you sales tax when you register the car, regardless of where you got it from. This even applies if you already own the car and move in from out of state, you pay sales tax again. This is well known to people moving in. (Again, getting cars from a dealer, you wouldn’t know)
In fact I have gone to DMV for this very transaction. Also have moved out of CA and back in years ago and did not pay sales tax on the cars I already owned. Apparently your experience is that of a different CA.
Smokefoot55 you are wrong, Sam is correct. The 7500-mile rule only applies to vehicles that don’t meet CA emissions standards. Stop spreading misinformation.
I ment economically, people and industry (even the coveted IT sector) will start leaving California for other states. The charge grid probably won’t be up to par for transportation by then.
This will not work as they will prevent this if this law is still around by then.
California has a history of laws banning gas and diesel vehicles but they have had to put aside the laws as the mark just could not support the laws.
There still remains work to be done to get the EV to where even lower income people can afford them. By 2035 they may be here but then again they may not. California should just let the market decide and let this happen organically.
The other gorilla in the corner is the lack of pans for new power plants. They have banned all sorts of power plants and dismantlement damns and closed Nukes with no real replacement. They are riding a line of black outs due to the lack of power and are trying to get people to shut off AC in heat waves for discounts as it is now.
They are now thinking of keeping the NG plants on line as the wind and sun are leaving them short of their needs.
The other factor is that not everyone has or can use the EV effectively. There are many areas where they will still need ICE in off road and remote applications where there is no power available.
If they just let things go people will migrate over on their one and not feel forced into this against their will.
The next step is they will go after the vintage cars and either limit them or restrict them. That is not just some made up thing. We already had to fight the EPA on racing cars and off road car in the last admin that tried to change the rules to fit their agenda. Look up the RPM act and see they were stopped from reinterpreting their own views on laws passed by the house and senate.
It is time for the environmental people to trust their own tech as if EV models are as good as they believe then let them prove it in the market. That is how you sell people on these not passing laws forcing people into them.
If California keeps seeing business leave we can afford to go back to 49 states and let them do it alone.
I always thought pitchfork and torch people as exaggeration but i shocked to see this much naysayers in a technology forum. They bring some hurdles to the table that a new technology faces and their suggestion is… “we should do nothing to overcome, just scrap that whole electric think and go back to burning dinosaur juice.” Hmm if you really have grasp of this issue how about suggesting some innovations to solve the problems?

It’s shocking to me that how these gas car people can’t see the irony. Some hundred and ten years ago horse was the main means of transport then automobile invented. Think about that, you don’t have any proper road, any traffic rule, safety standards for cars, yet they were still willing to ride just barely put together primitive vehicles to extreme speeds they had never experienced before. They have zero infrastructure to support this new tech, no logistics to transport billions of gallons gas to every town in the country, zero gas stations, nor the roads to drive this thing. Yet still those “crazy” people wanted this new tech because they had vision and saw the future, they knew it was much better and advanced than cart. So they didn’t mind to spend with today’s money tens of trillions of dollars to make it work. I’m sure if you search literature you will see people with same mindset with you who went against this new scary tech called automobile, but of course they had no chance, you can’t confront the progress of humanity.

Americans fought seat belts voraciously as an attack on their rights despite overwhelming evidence that they save lives. Those types of individuals only respond to hefty fines in those cases. They lack complete common sense and understanding of the greater good.

Now EV cars are a new product and technology and as prices come down and the technology improves do you not believe people will be drawn to them naturally. This is no different than computers. The first ones were expensive and did some basic things. Today they are flying off the shelf’s and no one had to pass a law you had to buy one.
In fact Apple captured that one element some cars like Ferrari have as being able to make an emotional bond with many consumers.
I feel that EV models will be to the point you don’t have to force buyers into them. Why do you not feel confident enough in them you feel people need to be forced to buy them?

My thinking concerning EV’s has always been the following.
Once Tesla came along and basically showed the whole World what a truly great EV can do, it was basically Game over for ICE but at a slow enough pace for the Big Three to catch up.
However, once Europe and China passed extremely aggressive legislation I quickly pivoted to getting our Government to follow ASAP as well to give out Big Three a punchers chance in the shift to EV’s.
Not sure if anyone here followed the Tesla Battery and Powertrain Day but it is really Game over for ICE.
But I feel many here are only thinking about choice and not that Tesla is constantly spending mad amounts of cash on R&D and so are Chinese and European Auto Makers to switch to EV’s. I only think as a GM fan. I want them to move to pure EV’s faster than any other maker besides Tesla obviously. I am telling you that a major Auto Maker if not more will go down during this monumental Shift in Technology. I want GM to be the best and to be around another 100 years. The story has been written and ICE is basically done. Some have accepted this to be the case and the ones that will fight it will go the way of Nokia and others.

Actually Earth Movers and all the equipment require heavy lift are perfect candidates for electrification they need extreme tork instantly and don’t mind weight that battery would add, actually it’s the opposite they favor heavy weight to counter the load they move. And i have news for you we already have many electric mining and construction machinery. Just search “electric heavy machinery” and see ginormous electric mining shovels, monstrous mining trucks and excavators from CAT and other manufacturers.
I’m a GM fan and also an EV supporter and i can’t understand how this matter has become a political issue and if you position yourself with certain political brand you automatically except being anti electric. This society split two tribes and each one programed to label then support or hate anything and everything in this life without even think about it.
Its a mathematical impossibility for us to be able to produce enough batteries for the future evs. The raw material and precious metals needed just doesn’t exist. We are talking 60 80 100 million bat a year.

Well if you actually follow what is happening we will only need to mine for a short period of time. It could be the next 20 years or the next 50 years. But eventually we will not need to mine for Battery Production in the Future. You see eventually all the materials we will need to keep producing new EV Batteries for cars per year will come from recycled old batteries. Can you recycle Crude Oil?

Momolos…California benefits from having a large number of extremely high-profile celebs, athletes and tech companies keeping them afloat. But they’re hardly a state to model your economic affairs off of.
There’s a reason it’s one of the most unequal states, if not THE most unequal state in the Union. More and more people slip into poverty there. The income inequality is unreal. And as the regulations get tighter, more and more companies (Tesla, for example) will bolt, because the hipness of operating there won’t outweigh the intense regulation. That means less tax revenue…and a further decreased average standard of living.
California is trying to make their entire grid run off renewables, which is why they have such a ridiculous amount of blackouts. Renewables cannot, and will not, ever be able to support that state as it is now, let alone with millions of new electric vehicles leeching off the grid. The state will collapse, maybe not now, maybe not next year, but soon. It’s implosion has begun. And what’s especially sad is that they honestly COULD wean off fossil fuels entirely…if they actually invested in NUCLEAR POWER. Which they refuse, like idiots, to do. Hence, they have to ration their own f***ing power.

You should learn about the ongoing problem of storing waste from nuclear power plants. Only dumb Americans are preventing our nation from leading the world in the development of new technologies to harvest “FREE” and “RENEWABLE” energy that is not going to run out like oil, and ultimately rake in the profits from exporting to other countries… too bad people could care less and are blowing this economic opportunity.
“Free” and “Renewable” energy runs out constantly, that’s why they have blackouts all over the Californian west coast. And it’s not “free” either, or else everyone out there wouldn’t even need the grid. Nuclear is a middle ground, not an extreme, yet people like you can’t even entertain the thought, despite the fact that it is carbon-neutral and doesn’t contribute at all to “global warming.” It’s that kind of thinking that leads to moronic moves that California makes routinely.
If that state is ever powered exclusively by solar, wind, geothermal, etc., it’s likely going to be 100 or more years from now, if ever (likely never). The tech is nowhere near ready, that’s a fact. Until then, you need natural gas, oil and/or nuclear power to get people reliable electricity. Anything less is ridiculous, just like California. It’s far easier to solve the problem of what to do with nuclear waste than it is to run off of completely non-fossil fuel or nuclear power. Wake up.

As far as their Grid goes it is total FUD that they are having issues due to them going Renewables. By adding Solar and Energy Storage they are actually keeping alive their Old infrastructure. Solar and Energy Storage is by miles cheaper hence why Energy Companies are ditching Peeker plants at a fast clip. They care about saving money but the byproduct of that is we transition to Cleaner Energy and create much cleaner jobs around the World. . It is a Win Win Win.

Also you might want to do some homework first. ICE Tech keeps getting more expensive and the price Battery Tech keeps dropping like a Led Zeppelin. Your argument makes zero sense sorry. It will be much and I do mean much cheaper to produce an EV Vehicle in the Future. I mean Tesla alone just said they will be able to drop the price of Battery Packs by 56% and that is just one company working on the issue. So just think about the entire Auto World working on the show much cheaper it will get.

Bill’s point was that the parts needed to make American EV’s competitively priced will almost certainly be mostly imported from China, where the tech is the cheapest. So if we try to force the Big 3 to build EV’s, all that means is that the demand from them for Chinese battery electronics parts will skyrocket…meaning we’ll send EVEN MORE money to China.
That’s just the way the global economy works today. What difference does it ultimately make whether we allow several Chinese brands to sell a small amount of electric cars here in the USA, or whether we force the Big 3 to make EV’s with majority Chinese parts?
I understand that but a lot of the parts are from China as well regardless of Propulsion systems. I honestly do not understand the difference if we stick to ICE or shift to EV’s what will change as far as our dependency from China. That is a completely different topic all to itself.
And I am sorry but if some cannot understand that the Economy is World Wide then I do not know what else I can say. GM cannot continue to split their R&D money across two completely different Propulsion systems for too long when All Other Auto Makers will only spend on one due to their Countries Regulations. How many vehicles are registered in Calif.? If they were all electric and were all plugged into the grid tonight, what would be the amperage draw on power plants be and could they handle it? Their major power producer is bankrupt and one of the many wild fires is blamed on faulty electrical equipment. Sounds like a plan! Hope this doesn’t start a national trend. Bet Newsom is chauffeured in a gas SUV.
Nailed it ! This is probably the dumbest “order” ever conceived by this Newsom idiot. He pontificates about battling climate change while his State and two others with identical nitwit leaders produce wildfires that have produced smoke affecting almost everyone of the lower 48 States because he does inadequate forestry management because they spend all their money elsewhere. Only good thing about CA going all electric is it would keep them all close to home.
They wouldn’t have the power to plug in even a tenth of their vehicle fleet. This “plan” would require massive investment in infrastructure, including a lot of power plants being built.

If this governor really cared he would gear California up for future nuclear fusion plants. Especially as the ITER project nears completion. As presently cali imports a lot of electricity from its neighboring “dirty” states. The mindset they have is out of sight out of mind.
As a nation the USA will need congress to figure out our plan forward and it must be very detailed. There will be phase plans needed for something like this.

This is nothing like the LED bulb requirement. LED bulbs are a viable replacement with similar or better capability.
It doesn’t matter where you live or really even how much you make, switching your light bulbs isn’t a massive cost or inconvenience.

I would like to be a car dealer years 2030 to 2035. Sales will soar. And then the buyers will keep those cars for 300,000 miles or more. Auto mechanics will also be in demand.
They like to make the US out to be this huge polluter, but of the 500 most polluted cities in the world, not one is in the US, none in Canada, and only two in Mexico. China, India, and much of the middle east are the ones doing all the polluting, if you want to make an impact, get them to change….

They started with 2050 deadline and have been gradually moved to earlier and earlier dates amid fast development of EV technology ,we already have 500+ miles vehicles in the pipeline for 2021 by Lucid and Tesla. I can’t imagine what numbers we will see after solid state batteries starting to rollout.
My guess is they continue to pull the deadline closer and closer and probably somewhere around 2028 virtually there will be no ICE car manufacturer nor the buyer in the market even before we reach to actual deadline.
It’s astonishing that as recently as last year anti-EV people still creep in comment sections and claiming EVs are never gonna be mainstream.
