OnStar is launching its much-touted Remote Ignition Block (RIB) service in China. RIB protects vehicle owners against theft by equipping OnStar with the ability to remotely prevent a stolen car’s engine from starting.
If a vehicle is stolen, OnStar reminds owners to notify the police first and, upon receiving confirmation of the theft from the police, OnStar will remotely block the stolen car’s engine from starting. When blocked, the vehicle will not be able to be restarted until OnStar deactivates the ignition blocking.
The end result is the ability of the customer to get their car back faster and with increased safety while providing Police with advantageous assistance in looking for a vehicle. RIB is available on the majority of GM vehicle in China and is included as part of existing OnStar service packages without extra cost.

This technology has been around for a while now.. and its not to prevent stolen cars.. it was invented to stop delinquent owners of cars… when they fell behind in payments the car would be turned off. Ask Mel Farr…
